Key targets are those who have one or more of the following characteristics:

• suffer from addiction
• have a physical disability
• have a mental health condition or a learning disability
• living alone for the first time
• involved in sex work
• struggling financially
• elderly
• lonely
• lone female parent
• involvement in sex work
• connections to the homeless community or drugs markets
